Looks like your Meyer lemon tree got scale! A very common pest - my aloe plant gets it at least once a year. You can "cure" it, but it's a painstaking task, but worth it. I take a q-tip and tip it in alcohol and rub all surfaces of the plant removing all the scale. You can also do it with soapy water but I've found alcohol works the best. You may also have to do it more than once.

Eek! Thanks! The Meyer Lemon is toast, but after your message I went back and took a second look at nearby plants, and found more. I have a feeling this would have gotten way worse if I didn’t get to it now.
